With reference to previous correspondence on the subject of the treatment of Chinese criminals extradited from Hongkong to Canton, I beg to inform you that His Majesty's Government are desirous of securing the permanent adoption by the Chinese Authorities of the present temporary arrangement, which appears to work in an entirely satisfactory manner.
I should wish you to make personal representations on this subject to the Viceroy with a view to securing the concurrence of His Excellency in the permanent adoption of such a scheme.
I am proposing to be in Canton myself in the first week of November, and shall then take an opportunity of speaking to His Excellency, should you not have done so previously.
